Who Can Apply for This Scheme?

Resident of Bihar: You must be a permanent resident of Bihar. A residence certificate is required.

Educational Qualification:
For BLUY (₹2 lakh grant): No strict educational requirement, but you should be able to read and write basic Hindi/English.
For MMUY (₹10 lakh loan): At least passed Class 12 (Intermediate). Candidates with ITI or Polytechnic diploma after Class 10 are also eligible.
Unemployed or New Entrepreneur: The scheme is for people who are currently unemployed and want to start their own business. Only one member per family is allowed.
Annual Family Income: Should be less than a certain limit (for BLUY, it is for BPL or economically weaker families; for MMUY, the limit is more relaxed but the focus is on jobless youth).
Business Location: Your proposed business must be set up in your home district of Bihar.

How Will You Get the ₹2 Lakh?
The government does not give you the full ₹2 lakh at once. They send the money directly to your linked bank account in three steps. This rule makes sure you use the money strictly for your business.
First Installment
In the beginning, you get 25% of the total money. This is exactly ₹50,000. You must use this first payment to buy your basic tools or small machines.
Second Installment
After you use the first part and upload proof on the website, you get 50% of the money. This is a big amount of ₹1,00,000. This helps you properly set up your main shop or buy more selling goods.
Third Installment
Finally, you get the last 25% of the grant. This is the remaining ₹50,000. You use this cash to run your daily business smoothly. The government also pays extra money separately for your business training.
